Metropolitan and City of Fire by Walter Jon Williams

These two novels are officially (says so in the author's FAQ) fantasy. However, I think you can make a good argument for them being much like science fiction in that they have two impossible things which are central to the story and almost everything explores what it would be like if they were real. It's of course not like "hard" SF where the "one allowed impossible thing" isn't really strictly impossible, just not possible today.

The rest of the story is character driven. But the implications of the future re-shaped Earth are always present. Much worth reading; Some of the best books I've re-read this year.
